LOWELL — The 38th annual Lowell Folk Festival kicks off in 21 days. The longest-running and second-largest free folk festival opens Friday, July 25 at 6:15 p.m., with the traditional Parade of Flags, and runs through Sunday, July 27. A vast swath of Downtown Lowell is closed to vehicle traffic to create a walkable festival universe for the more than 150,000 visitors expected to attend the three-day event, which will feature 19 musical acts on four stages, more than a dozen food vendors serving a variety of distinctive culinary experiences, numerous art exhibits, family-friendly zones and dance tents.
